As Chinese outbound luxury tourism returns to full strength, Europe’s cities are competing on access, infrastructure and increasingly sophisticated courtship of consumers from the world’s second largest economy. From Istanbul’s new visa-free advantage to the quiet race among European capitals to position themselves as the destination of choice for high-spending Chinese visitors, the landscape is shifting. At a moment when Chinese luxury tourists are choosing their destinations with greater intentionality than ever, the gap between the cities that understand this demographic and those who do not has never been broader. Tbilisi and Belgrade: the visa-free dividend The clearest winners are the cities Chinese travelers can reach without paperwork. Georgia waives visas for Chinese nationals for stays of up to 30 days — capped at 90 days within any 180-day period — under a mutual exemption with Beijing in force since February 2025. Serbia has waived them on similar terms since 2017. Georgia welcomed 128,000 Chinese visitors in 2025, a 44% rise on the year before, a figure from Chinese Ambassador Zhou Qian reported by state broadcaster CGTN. The pace held into 2026, with more than 20,000 Chinese arrivals in the first quarter alone — up 48.6% year on year. On Xiaohongshu (also known as Rednote), #Georgia has 229 million impressions. Belgrade has capitalized faster. The city has added Mandarin signage across its main cultural sites, and UnionPay terminals now appear along its higher-end restaurant strip. Istanbul: easy entry, serious infrastructure Turkey scrapped the visa hurdle outright. Since January 2, 2026, Chinese nationals holding ordinary passports have entered visa-free for up to 90 days within any 180-day period, under a presidential decree that replaced the country’s previous e-visa system. Istanbul has converted that low barrier into luxury market share. Timed ahead of the 55th anniversary of China-Türkiye diplomatic relations in 2026, the waiver has already pushed bookings higher: operators report rising interest and project Chinese arrivals could grow 50%–60% in 2026 over 2025, alongside longer stays. Infrastructure underpins the shift. Paris, Rome, London: the visa drag The traditional powerhouses remain desirable. Paris ranks as the second most desired city globally among luxury travelers, behind only Kyoto, according to Virtuoso’s “2026 Luxe Report for Greater China.” Lee attributes the city’s staying power to a mix of “cultural heritage, luxury retail, world-class dining and a strong hospitality offering.” Chinese tourists thronged the Louvre’s glass pyramid during Golden Week 2025. Kurt Macher, area general manager for Shangri-La Hotels & Resorts in London and Paris, says the city’s hold on Chinese travelers runs deeper than reputation. “For many visitors, the city represents a once-in-a-lifetime destination,” he said, “while repeat guests are increasingly drawn to more immersive and local experiences.” Greater China guests account for around 7% of Shangri-La Paris’ clientele, and Macher said the property deploys Mandarin-speaking colleagues across concierge, guest relations and front office — not only reception. France has made real administrative progress since 2023 — faster appointment availability at its consulates in China, multi-year visas for repeat visitors — driven by an industry acutely aware of how much pre-Covid Chinese spend it lost. The structural cost remains, though. A Schengen visa still requires a biometric appointment, bank statements, travel insurance and hotel bookings upfront — roughly 90 euros ($104) in fees and, in peak season, waits that can stretch past two weeks. London is harder still. UK-China relations cooled sharply after 2020, processing times lengthened, and there is no visible political appetite to liberalize. The UK Standard Visitor visa runs 135 British pounds ($182), and the application mirrors Schengen in complexity. For Chinese tourists weighing their options, the friction is real and the alternatives are multiplying. The Central European surge Hungary recorded an 18% to 19% YoY rise in Chinese arrivals across the first three quarters of 2025, with guest nights up 11% to 12%, according to Gabor Kelemen of Visit Hungary. In that China Daily news report, Prague, Warsaw and Bratislava are described as pitching a similar message centred on niche destinations, local flavors and sustainable travel at promotional events in Shanghai designed for post-pandemic Chinese travelers who have already visited Paris. Those cities sit inside the Schengen zone, so the visa barrier still applies. But a Schengen visa issued for Hungary also covers France and Italy, and the more strategic Chinese luxury traveler now treats it as a multi-city pass rather than a single-destination cost. That reframing benefits cities long overshadowed by the marquee names. Macher sees the same pattern from the hotel side: “We see travelers increasingly combining multiple European cities within the same itinerary, such as London and Paris.” What the winning cities share The data points one way. Virtuoso’s figures put average trip spend from Greater China travelers above $8,305, and 47% of advisors expect it to climb further this year. The money is there; the question is which cities capture it. Lee is clear about what drives the choice now. “A decade ago, shopping may have been a primary driver,” she said. “Today, travelers are increasingly seeking cultural depth, culinary experiences, wellness and opportunities to engage with local communities in a more authentic way.” Virtuoso data reinforces the point: 54% of advisors say their Chinese clients now choose shoulder season or off-peak travel to avoid crowds, and 78% say climate considerations are reshaping itineraries. The cities pulling ahead share three moves. They have made it easier to pay with domestic apps — UnionPay, WeChat Pay, Alipay. They have invested in Mandarin-language touchpoints at the point of sale, whether a hotel check-in, a museum audio guide or a retail consultation. And they have stopped selling Europe as a backdrop for photographs and started selling it as somewhere to learn something: a pasta class in Rome, a wine tasting in Tbilisi, a La Liga match in Madrid. That is where the spend is going in 2026.
