China issues strict AIGC labeling rules, effective September

China’s internet watchdog Cyberspace Administration of China (CAC) and three other agencies have jointly issued new regulations requiring mandatory labeling of AI-generated content (AIGC). Released on March 7, the measures mandate both explicit and implicit labels for AI-generated text, images, audio, video, and virtual content. Taking effect September 1, 2025, the regulations require service providers to implement visible labeling plus embedded metadata identifying AI material. Content platforms must verify AIGC and ensure proper labeling, while users must declare when publishing such content. The rules align with CAC’s 2025 “Qinglang” campaign to combat AI-generated misinformation.
